Jacqueline Paige Khalil
Founder & Executive Director, Dream To Bloom Foundation

Jacqueline Paige Khalil is the Founder and Executive Director of the Dream To Bloom Foundation, driven by a lifelong commitment to empowering women and girls through confidence-building, mentorship, and community connection. Her leadership is shaped by extensive experience in nonprofit fundraising, community engagement, and wellness advocacy.
Jacqueline brings in ten years of experience in creative and event-based community work, which began as a professional photographer where she started her volunteer work by photographing charitable and nonprofit events. Through this role, she supported organizations by capturing and sharing impactful stories, promoting fundraising initiatives, and strengthening community engagement. She later served as Co-Chair of Cystic Fibrosis Canada’s fundraising event The Royal Ball for two years, helping to plan and execute impactful fundraising events supporting CF Canada’s initiatives. In recognition of her philanthropic leadership, Jacqueline was awarded the Changemaker Award by Cystic Fibrosis Canada for her contributions to their fundraising and community efforts.
Through JP Socials, Jacqueline founded and led a networking and community-focused platform centered on content creation, marketing, promotion, and event planning. This initiative supported and showcased local Windsor-Essex (YQG) businesses and organizations, strengthening regional connections and creating meaningful, community-centered events. She is also the creator of JP’s Dreamhouse, a creative and empowerment-focused space for girls and women. Through this platform, Jacqueline has hosted empowerment events and community experiences designed to foster confidence, creativity, and connection – values that directly inform the mission and programming of the Dream To Bloom Foundation.
As a mother of three, including one daughter, Jacqueline is deeply passionate about strengthening families and supporting girls and young women through access to mentorship, resources, and empowering experiences. Through Dream To Bloom, she is committed to creating inclusive spaces where women and girls can truly dream – and bloom.
Belinda Bulhoes
Board Member, Dream To Bloom Foundation

Belinda Bulhoes is a communications and community leader with extensive experience in journalism, alumni relations, and public engagement. She holds a bachelor’s degree in journalism from Wayne State University and a diploma in Journalism, Print and New Media from St. Clair College. Belinda currently serves as Manager of Communications and Public Relations at Enwin Utilities, bringing expertise in strategic communication, public relations, and community outreach.
Belinda has held multiple leadership roles with the St. Clair College Alumni Association Board of Directors, including Director, Executive Vice President, and President. Through these positions, she has championed community initiatives and supported alumni programs, developing a deep understanding of how to connect people, resources, and opportunities to create meaningful impact.
As a mother of one daughter, Belinda is deeply passionate about supporting women and girls in the community. Her personal and professional experience underscores her belief in the importance of mentorship, empowerment, and providing opportunities for young women to thrive. Her expertise in communications, community engagement, and leadership makes Belinda an invaluable member of the Dream To Bloom Foundation Board of Directors
Elissa Hermiz
Board Member, Dream To Bloom Foundation

Elissa Hermiz is a dedicated community advocate who brings a grounded, family-focused perspective to the Dream To Bloom Foundation. She is actively involved in her local community through consistent participation in community initiatives, charitable gatherings, and family-centered events, demonstrating a strong commitment to showing up, supporting others, and contributing where it matters most.
As a mother of four, including two daughters, Elissa is especially passionate about fostering confidence, leadership, and self-worth in girls from an early age. Through her daughters’ involvement in organized sports and community activities, she strongly values girl-led leadership, positive role models, and creating environments where young girls feel encouraged to use their voices, build resilience, and step into their potential with confidence.
Elissa is a proud St. Clair College alumna and a Registered Dental Hygienist (RDH). Her professional background as a healthcare provider reflects a commitment to education, wellness, and advocacy, as well as strong organizational skills and attention to detail.
Guided by both her professional experience as a healthcare provider and her role as a mother, Elissa is honored to serve on the Board of Directors for the Dream To Bloom Foundation. She brings a thoughtful, values-driven perspective and a genuine dedication to advancing opportunities that empower women and girls to bloom into their fullest potential.
Candace Quinlan
Volunteer Coordinator, Dream To Bloom Foundation

Candace Quinlan serves as the Volunteer Coordinator for the Dream To Bloom Foundation, bringing over 10 years of experience in program development, engagement, and volunteer leadership. She excels at turning ideas into meaningful action, ensuring programs and events run smoothly through thoughtful planning and strong coordination.
With a background in nonprofit, healthcare, and education settings, Candace has extensive experience recruiting, training, and supporting volunteers. She is known for leading with both strength and calm, creating organized, welcoming environments where volunteers feel valued, prepared, and empowered to contribute meaningfully.
